INTERLACHEN TOWN COUNCIL TOWN COUNCIL MEETING MINUTES TUESDAY, FEBRUARY 14, 2017 - 7:00 P.M. DICKERMAN BUILDING CALL TO ORDER: Chairperson Meadows called the meeting to order at 7:00 pm. ROLL CALL: Council members present were Chairperson Carolyn Meadows, Vice-Chairperson, John Lahert, Beverly Bakker, Carolyn Bennett, and Judi Costanzo. Mayor Larsen and Attorney Young were also present. COUNCIL CHAIRPERSON – CAROLYN MEADOWS Mayor Larsen presented student of the month certificates to Anthony Yohn: I.E.S. and Harley Dickey: C.H. Price. Mayor Larsen also recognized Chief Larry Wilburn as Reader’s Choice Award for Police Officer and the Interlachen Rotary for Reader’s Choice Award for Best Civic Organization. Chairperson Meadows stated that she attended the Arbor Day Festival and it and the weather was wonderful. Mr. Harvey stated the Putnam County audit review will be Monday, February 20, 2017 at 5:30pm. Mr. Harvey asked the Council to consider having the Independence Day Celebration on Saturday, July 1, 2017. Mr. Harvey also discussed county charters. COUNCIL AGENDAED DISCUSSION: Discussion and Consideration of Request From Tina Scee to Waive Water Bill. Ms. Scee stated that her water bill showed a usage of 44,000 gallons and was $402.92. She stated that the building is only used three hours a day, six days per week and that there was no evidence that the outside spigot was running. The Clerk stated that according to the ordinance a 50/50 offer is only good if there’s a leak and if proof that it was repaired is provided. Ms. Scee said she did not have a leak and declined the settlement agreement; therefore no action was taken by Town Council. Discussion and Consideration of C.D.B.G. Bids. Kellen Lindsey, of Mittauer & Associates stated that bids for the C.D.B.G. project were received on February 8, 2017. Eight bids were received and the low bidder was Art Walker Construction for the amount of: $828,722.00 for the base bid. Art Walker Construction was also the low bidder for the non-C.D.B.G. portion in the amount of $53,795.00. Since the non- C.D.B.G. portion of the project is over budget Mr. Lindsey discussed options for the Town to consider. Council Member Costanzo moved to continue with C.D.B.G. as originally planned and do budget transfers for any additional funding as needed. Council Member Bakker seconded. Motion passed by a unanimous voice vote of the Council. Discussion and Consideration of S.C.O.P. Bids. Kellen Lindsey of Mittauer & Associates stated that bids for the F.D.O.T. /S S.C.O.P. Project were received on February 8, 2017. Seven bids were received and the lowest bidder was Art Walker Construction for the amount of $1,049,315.00, which is within budget. Council Member Costanzo moved to accept the bid from Art Walker Construction for the F.D.O.T. /S.C.O.P. Project for Francis and MacGill Streets. Council Member Lahert seconded. Motion passed by a unanimous voice vote of the Council. Town of Interlachen Town Council Meeting Minutes - 2/14/17 - Page 1 of 2 Discussion and Consideration of Volunteer Luncheon. The Volunteer Luncheon was set for Saturday, April 1, 2017 at Interlachen Hall from 11:00am to 1:00pm. Discussion and Consideration of Attending L.O.G.I.C. Meetings. Mr. Harvey is now running the L.O.G.I.C. meetings and that he is trying to take it in another direction and would appreciate the Town Council’s participation. The Town Council decided to take turns going to the meetings by alphabetical order. Discussion and Consideration of Selling Property to F.D.O.T. Attorney George Young stated there was no reported progress for the selling of property to F.D.O.T. CONSENT AGENDA: The Consent Agenda was approved by unanimous general consent of the Council. COUNCIL COMMENTS: Council Member Bakker had no comments. Council Member Bennett wished everyone a Happy Valentine’s Day and stated that she had attended an intense three day elected officials training seminar and she will be presenting what she learned to the other council members in the near future. She will attend phase two in April. Council Member Costanzo wished everyone a Happy Valentine’s Day. Council Member Lahert wished everyone a Happy Valentine’s Day and stated that Richard and his crew have been working hard in Jenkins Park tearing down the old pavilion and repairing the benches. Chairperson Meadows stated that they received real trees at the Arbor Day Celebration. MAYOR COMMENTS: Mayor Larsen wished everyone a Happy Valentine’s Day. DEPARTMENT HEAD COMMENTS: The Maintenance Supervisor stated that with all the new grants the Public Works Department will be busy. Chief Wilburn stated that Captain Rose has moved to Palatka in another position and that the new West District Captain is Chris Stallings. The Clerk had no comments. ATTORNEY COMMENTS: Attorney Young stated that he is happy to be here. ADJOURNMENT: Meeting adjourned at 8:21 p.m.
