INTERLACHEN TOWN COUNCIL TOWN COUNCIL MEETING MINUTES TUESDAY, MAY 9, 2017 - 7:00 P.M. DICKERMAN BUILDING CALL TO ORDER: Chairperson Meadows called the meeting to order at 7:00 pm. ROLL CALL: Council members present were Chairperson Carolyn Meadows, Vice-Chairperson, John Lahert, Beverly Bakker, Carolyn Bennett and Judi Costanzo. Mayor Larsen and Attorney Young were also present. COUNCIL CHAIRPERSON – CAROLYN MEADOWS Mayor Larsen reminded everyone that there is a burn ban in the Town and the County. Students of the month recognized were, Logan Cook; I.E.S, Maikel Morales and Tiana McLane; I.H.S. Luc Shordi from C.H. Price was absent. COUNCIL AGENDAED DISCUSSION: Discussion and Consideration of Presentation from Mary Garcia. Ms. Garcia, from the Florida Department of Health for Putnam County presented a Healthy Weight Community Champion Award to the Town. Discussion and Consideration of Keep Putnam Beautiful Clean Up. Ms. Garcia stated that Keep Putnam Beautiful County wide clean up was held on May 6, 2017. Last year, 700 tons of trash was picked up. Discussion and Consideration of the Appointment of a Putnam County Better Place Plan Committee Representative. Council Member Costanzo moved to allow Frances Whittier to continue as the Town representative on the Putnam County Better Place Plan Committee. Council Member Bennett seconded. Motion passed by a unanimous voice vote of the Council. Discussion and Consideration of Closing a Portion of Mary Street in Exchange for a Utility Easement to be Deeded to the Town by the Catholic Church. This item was tabled until the June meeting. Discussion and Consideration of Setting the Proposed 2017/2018 Millage Rate for Budgetary Purposes. The Council decided to set the proposed millage at 8.75 and 8.8821 for budgetary purposes. Discussion and Consideration of Setting the Proposed 2017/2018 Employee Salaries for Budgetary Purposes. The Council decided to set the proposed employee salaries at twenty five (25) cents and fifty (50) cents for budgetary purposes. Discussion and Consideration of Budget Transfer #2. Council Member Bakker moved to approve Budget Transfer #2. Council Member Bennett seconded. Motion passed by a unanimous voice vote of the Council. Discussion and Consideration of Setting a Date for a Personnel Manual and Codes Workshop. The Personnel Manual and Codes workshop was set for May 30, 2017 at 5:05 p.m. Discussion and Consideration of Selling Property to F.D.O.T. Attorney Young stated that F.D.O.T. should be sending an official proposal to the Town next week, and a representative should be at the June 13, 2017 Council meeting. CONSENT AGENDA: The Consent Agenda was approved by unanimous general consent of the Council. COUNCIL COMMENTS: Council Member Costanzo thanked everyone for their thoughts and prayers while she was sick. Council Member Bennett stated that Council Members Bakker and Costanzo, Joni Payne, the Chief, two officers and herself attended Police Memorial at Ravine Gardens. Council Member Bakker stated that the most memorable part of the Police Memorial was a boy wearing his grandfather’s badge. Chairperson Meadows thanked the staff of Walker Construction and Bob Wellington for the fine job on North Francis Street. She thanked everyone for the phone calls, flowers and meals. MAYOR COMMENTS: Mayor Larsen thanked the Council for standing in for him at the Police Memorial. DEPARTMENT HEAD COMMENTS: The Chief stated that he was glad to see the Mayor doing better. The Clerk stated that Bob Wellington is the liaison between the contractor and the citizens who have concerns or complaints with the North Francis Street project. CITIZEN COMMENTS: There were no citizen comments. ATTORNEY COMMENTS: Attorney Young had no comments. ADJOURNMENT: Meeting adjourned at 7:55p.m.
