TOWN COUNCIL MEETING MINUTES
TUESDAY, JUNE 13, 2017 - 7:00 P.M.
DICKERMAN BUILDING

CALL TO ORDER:

Chairperson Meadows called the meeting to order at 7:00 pm.

ROLL CALL:

Council members present were Chairperson Carolyn Meadows, Vice-Chairperson, John Lahert, Beverly Bakker, Carolyn Bennett and Judi Costanzo. Mayor Larsen and Attorney Holmes were present also.

COUNCIL CHAIRPERSON – CAROLYN MEADOWS

Chairperson Meadows announced that the caucus for three (3) Council seats for Tuesday, July 11, 2017 at 6:30 pm.

Commissioner Larry Harvey gave an update on today’s County Commission meeting and stated that the Town will have fireworks for Independence Day.

COUNCIL AGENDAED DISCUSSION:

Discussion and Consideration of Approval of C.D.B.G. Change Order #2.

Kellen Lindsay, from Mittauer & Associates explained that the change order is for two additional water main connections
on Plum Avenue and Long Avenue. Funds for this will come out of the Better Place Plan Funds.

Council Member Bakker moved to approve C.D.B.G. Change Order #2. Council Member Bennett seconded. Motion
passed by a unanimous roll call vote of the Council.

Discussion and Consideration of the MacGill & CR 315 Culvert Costs.

Kellen Lindsay, from Mittauer & Associates stated that after the contractor had received a permit from the County and installed the culvert, the County said it was too deep. The cost to install a ditch box to raise the ditch a foot will cost the Town between $6,000.00-$8,000.00.

Council Member Costanzo moved to proceed with the project up to a cost of no more than $10,000.00. Council Member Lahert seconded. Motion failed by a four (4) to one (1) roll call vote, with Council Members Costanzo, Bakker, Bennett
and Meadows voting no and Council Member Lahert voting yes.

Council Member Bakker moved to direct the Clerk and Mr. Lindsay to attend the Putnam County Transportation meeting to see if the County will pay for half of the cost for the culvert changes. Council Member Bennett seconded. Motion passed by a four (4) to one (1) vote of the Council, with Council Member Costanzo voting no.

Discussion and Consideration of the Driveway at 138 North Francis Street.

Attorney Holmes stated that there will be a meeting June 15, 2017 at the Town Office with all parties involved with the issue of water intrusion into this resident’s home.

Discussion and Consideration of Options Regarding the Inability to Grade in the Phyllis Street Area Due to a Portion of Hickory Lane Being a Private Road. – Maintenance Supervisor

The Maintenance Supervisor asked to table this item.

Discussion and Consideration of Repeal of the Occupational License Ordinance.

The Clerk explained that the County has done away with their business tax and asked the Council if they wanted to repeal the Town’s Occupational License Ordinance.

Council Member Costanzo moved to repeal the Occupation al license ordinance. Council Member Bakker seconded. Motion passed by a unanimous voice vote of the Council.

Discussion and Consideration of the Appointment of Joan Conner to the Zoning Board of Adjustment.

Council Member Bakker moved to appoint Mrs. Conner to the Zoning Board of Adjustment. Council Member Costanzo seconded. Motion passed by a unanimous voice vote of the Council.

Discussion and Consideration of the Appointment of Better Place Plan Committee Members.

The Clerk explained that Better Place Plan members are reappointed in December.

Discussion and Consideration of Setting Dates for the 2017/2018 Budget Workshops.

Budget workshops were set for July 10th, 13th and 24th at 5:05 pm.

Discussion and Consideration of Setting a Meeting Date for Discussion of Selling/Donating Property to F.D.O.T.

Attorney Holmes stated that they are waiting on more input and hopefully have something next month.

Discussion and Consideration of Corrected Budget Transfer #2.

Council Member Costanzo moved to approve the corrected Budget Transfer #2. Council Member Bennett seconded. Motion passed by a unanimous voice vote of the Council.

CONSENT AGENDA:

The Consent Agenda was approved by unanimous general consent of the Council.

COUNCIL COMMENTS:

Council Member Costanzo stated that since there has not been cooperation from the schools for students of the month, she will no longer be taking their photos.

Council Member Bennett stated that she was disappointed that there was not any acknowledgement from the Town of the Memorial Day Holiday. She will place this on next month’s agenda for discussion of plans for next year.

MAYOR COMMENTS:

Mayor Larsen had no comments.

DEPARTMENT HEAD COMMENTS:

The Clerk asked the Council if they want to continue recognizing the students of the month. It was the general consensus of the Council to try it for another year.

The Chief introduced Sgt. Shannon Hughes from the Putnam County Sherriff Office.

CITIZEN COMMENTS:

Mary Anne Lyles complained of clay washing into their yard due to the road construction.

ATTORNEY COMMENTS:

Attorney Holmes had no comments.

ADJOURNMENT:
