TOWN COUNCIL MEETING MINUTES
TUESDAY, FEBRUARY 14, 2017 - 7:00 P.M.
DICKERMAN BUILDING

CALL TO ORDER:

Chairperson Meadows called the meeting to order at 7:00 pm.

ROLL CALL:

Council members present were Chairperson Carolyn Meadows, Vice-Chairperson, John Lahert, Beverly Bakker, Carolyn Bennett, and Judi Costanzo. Mayor Larsen and Attorney Holmes were also present.

COUNCIL CHAIRPERSON – CAROLYN MEADOWS

Mayor Larsen read a proclamation observing March as Problem Gambling Month and April as Water Conservation month. Council Member Bennett was presented with a Certificate of Completion from the Florida League of Cities for completion of an eighteen hour seminar.

Mayor Larsen presented student of the month certificates to Ki’era Meytch from I.E.S. Willow Cole from C.H. Price and Tionna McClain from I.H.S. were not present.

Chairperson Meadows stated that they have a long agenda and that new picnic tables have been placed in Jenkins Park and that there may need to be a discussion on whether or not to bolt the tables down.

Council member Bennett moved to place the discussion of the picnic tables on the agenda as an emergency item at the end of council discussion. Council Member Bakker seconded. Motion passed by a unanimous voice vote of the Council.

COUNCIL AGENDAED DISCUSSION:

Discussion and Consideration of Setting a Date for the Independence Day Celebration.

Mr. Harvey was not present to discuss this; therefore the Council did not make a decision.

Discussion and Consideration of the 2015/2016 Audit Report.

Jennifer Forrester, from James Moore & Company presented the 2015/2016 audit report. She stated that there was an
increase in assets and a decrease in liabilities, which means the Town is in a strong financial position and managing the
budget well.

Council Member Bakker moved to accept the 2015/2016 audit report. Council Member Costanzo seconded. Motion
passed by a unanimous roll call vote of the Council.

Discussion and Consideration of Contract Award for the C.D.B.G. Grant.

Council Member Costanzo moved to award the contract for the C.D.B.G. grant to Art Walker Construction. Council
Member Lahert seconded. Motion passed by a unanimous roll call vote of the Council.

Discussion and Consideration of Hastings Park F.R.D.A.P. 1 & 2 Administrator Contracts.

Council Member Costanzo moved to approve the administrator contract for Fred Fox Enterprises, Inc., for the Hastings
Park F.R.D.A.P. Phase 1 & 2. Council Member Bennett seconded. Motion passed by a unanimous roll call vote of the Council.

Discussion and Consideration of Request to Putnam County for Lagonda Street Paving.

The Clerk stated that she received an email from the County and they are not willing to help with the cost of paving
Lagonda Street, so the Town will foot the bill, which is around $41,000.00.

Discussion and Consideration of a Proposal from Larraine Zuniga to Donate 1186 SR 20 to the Town.

After hearing from Attorney Holmes, the Council advised Mrs. Zuniga to apply to the Zoning Board of Adjustment for a variance.

Discussion and Consideration of the Park Reservation for the Lions Club Easter Egg Hunt on April 8, 2017.

Jason Matchett stated that the date for the Easter egg hunt has been changed to April 15, 2017.

Council Member Bennett moved to approve the park reservation. Council Member Bakker seconded. Motion passed by a unanimous voice vote of the Council.

Discussion and Consideration of the Approval to Submit an Application for a 2018/2019 F.D.O.T., S.C.O.P. Grant.

Chairperson Meadows explained that the SCOP Grant would be for paving 7th Street, Hamilton Street and New York Street.
These streets all connect to Francis Street, which is currently under a paving project. According to the report from Kellen
Lindsay, from Mittauer & Associates the estimated cost would be around $900,000.00.

Council Member Costanzo moved to allow Mittauer to submit the application for the 2018/2019 SCOP grant as presented. Council Member Bakker seconded. Motion passed by a unanimous roll call vote of the Council.

Discussion and Consideration of Review of the Codes Enforcement Ordinance.

Chairperson Meadows stated that she would like to schedule a workshop to discuss this. The Council decided to schedule a
workshop on this and the Personnel Manual. The Council will set a workshop date at the April meeting.

Discussion and Consideration of Plans for the April 1, 2017 Volunteer Luncheon.

The Council decided to have Subways sandwiches and potato salad from Poppies’. Council Member Bakker will make a
fruit and cheese platter, Council Member Bennett will bring crackers and the paper goods, Chairperson Meadows will do the decorating, and Anna Rose Larsen will make a sheet cake.

Discussion and Consideration of Budget Transfer #1.

Council Member Bakker moved to approve Budget Transfer #1. Council Member Bennett seconded. Motion passed by a unanimous voice vote of the Council.

Discussion and Consideration of Selling Property to F.D.O.T.

Attorney Holmes stated that D.O.T. is waiting on appraisals.

Emergency Item:

Discussion and Consideration of Picnic Tables at Jenkins Park.

It was the general consensus of the Council that the picnic tables should be bolted down.

CONSENT AGENDA:

The Consent Agenda was approved by unanimous general consent of the Council.

COUNCIL COMMENTS:

Council Member Bakker had no comments.

Council Member Bennett thanked the audience for coming and approaching the beginning of spring and is happy for the new pavilion for families to enjoy the outdoors.

Council Member Costanzo thanked the Maintenance Department for the great job at Jenkins Park.

Council Member Lahert had no comments.

Chairperson Meadows congratulated the Clerk and staff for a clean audit report and stated that the pavilion at Jenkins Park is great and she hopes in the future to duplicate it at Hastings Park.

MAYOR COMMENTS:

Mayor Larsen agreed that the Jenkins Park pavilion looks great and advised everyone to stay warm.

DEPARTMENT HEAD COMMENTS:

The Maintenance Supervisor stated that they are getting close to finishing Jenkins Park.

Chief Wilburn introduced Sgt. Hayes from the Putnam County Sheriffs Office.

The Clerk thanked the Council and public for their input on the budget and that the staff continues to be busy with the ongoing grants.

CITIZEN COMMENTS:

Jean Russell stated that there will be a wedding and a shower at Interlachen Hall.

ATTORNEY COMMENTS:

Attorney Holmes had no comments.

ADJOURNMENT:
